The BBC has an open source website here and has placed 10 modules in CPAN
The beeb have been putting modules on CPAN since 2004 - it's just that the beeb has only just got around to having a central area that lists all its OSS contributions :-)
(It's still not a complete list. There are some odd projects like BETSIE that are still not on the list.)
