looking at XML::Twig POD, the print ($optional_filehandle, %options) method can take a filehandle.. so this should work: 
$captureTemplateTree = new XML::Twig();
$captureTemplateTree->parsefile($captureTemplateName);
open my $fh, "/tmp/out.xml";
$captureTemplateTree->print( $fh );
