I want to be able to return some kind of shortcut that will start a program on the user's computer when they click a link (it's for automatically joining a Battlefield 2 game server, in case you were wondering). I know it won't be completely automatic, but I'd like to have it open the "Save File" dialog box so they can just click "open" and have the game start.

Generating an actual Windows .lnk shortcut is out, since none of the Win32 modules are installed at my host. I thought about generating a shortcut manually, but the file format looks like too much of a headache. My next thought was a batch script. The command should be easy enough, but how will Windows know what to do with it? I've looked at various lists of mime types, but don't see anything to do with batch files.
