Sure, if it makes some kind of contribution I would agree with you. But I think many of us can tell the difference between a post which genuinely tries to enhance another ('duplicate') solution (which I am in favour of) and one which makes no effort to do so (which I would want to discourage). It really isn't that hard to improve on a reply if you are a genuine responder -- you can for example make the code more elegant or efficient, you can explain more clearly why it should be done a particular way or not another -- and so on.
