Andy Lester of testing fame, wrote a program he calls fluff, a sort-of lint for Perl, that does a lot of checks in this vein. You could easily extend it to check for stricture or warnings. I don't think he's posted it here, but you can get it at his use.perl blog.

Do not rebuke them with harsh words ... but rather lead them gently - with URLs - so that they may learn wisdom.
