You'll need to set
local $dbh->{RaiseError} = 1; above your while-loop for that to guarantee working in all situations. And, since you're using local, I'd recommend a bare-block.

Of course, with RaiseError set to false, you can also do the more readable:
while ( my $data = ... ) {
$sth->execute( $data )
or next;
}
It's up to you and the style you choose to work with. Either way, be consistent. (You wrap your execute(), but not your prepare() ... tsktsk!)
My criteria for good software:
- Does it work?
- Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
