That's a pretty good idea for hacking i18n into a distribution.

However, I'd suggest instead creating a .PL file to do this and having Makefile.PL and Build.PL appropriately reference it as part of the build cycle. See PL_FILES in ExtUtils::MakeMaker and PL_files in Module::Build. (You will need to customize both -- Module::Build::Compat can't create it for you.)
