I would recommend Net::TCPserver::Linux as well. An important item to document will be what's so cool about yours that a pureperl solution doesn't do. if it's speed, i'd include benchmarks.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
