"Package" refers to those files, including, but not limited to, source code, binary executables, images, and scripts, which are distributed by the Copyright Holder.
So if your package requires ActivePerl specifically, it sounds simplest to provide a link to the ActivePerl distribution on ActiveState's site where users can obtain it.
