Net::SFTP seems to support it: 

$sftp->do_write($handle, $offset, $data)
                         ^^^^^^^

$sftp->do_read($handle, $offset, $copy_size)
                        ^^^^^^^

You can find out how big the file is on the remote end using do_stat.
