A non-Perl and non-programming book, but I highly recommend How to Solve It by George Polya. It's oriented towads mathematical problem solving, but applies more generally.
Also, hawtin mentioned SICP aka "the wizard book" above, but I just want to add that the complete text and supplementary materials are available online.
