The information you've provided is correct, but it doesn't answer the OP. S/He's not looking for a way to make log entries, but for a way to record the execution of every Perl program invoked on the machine, whether it be thru cron, a mod_perl handler, command line, etc.

Do not rebuke them with harsh words ... but rather lead them gently - with URLs - so that they may learn wisdom.
