I haven't tried it, but XML::AutoWriter (in particular XML::ValidWriter) on CPAN looks promising, corelyn.

Another linux option for writing general xml is psgml, the sgml/xml mode for emacs. Actually, I guess that would work on any platform that ran emacs. Yay.
