I would change the main part to: (using your terms) 

    $a[ $tl++ % $sz ] = $val

[download]
or 
    $a[ $tl=($tl+1)% $sz ] = $val

[download]
This replaces a memory access with cheap operator.

The last line can be written as: 

@all=@a[ $tl..($sz-1), 0..($tl-1) ];

[download]
(assuming the array is full, othewise add your check)
