That may be a good web solution, but PDF::Template is a stand-alone solution. Adding XSL-FO as something PDF::Writer outputs would definitely be a good idea. Wanna write it?
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
