The sysadmins are in fact right not to upgrade because they are not in a position to know the consequences of doing so. The real fault lies in the compartmentalisation of organisations and it takes a lot of effort and human networking to overcome that. You also need a good argument for spending the money on the parallel environments and labour costs required to make a safe transition - they don't come along every day.
