Update: Resolved the issue myself by doing
rm -rf ~/.cpan, since I normally run CPAN as root. I must have run it as my regular user once on accident.
I haven't intentionally changed anything on my system, but I just started getting these error messages when trying to
perldoc anything:

Any troubleshooting tips or leads? I've been checking file and directory permissions in my system libraries but so far nothing looks wrong (all world-readable). I know I haven't edited any code in the modules themselves.
I force-reinstalled Pod::Perldoc but that didn't help.
