A bundle file is just pod - its sole function is to tell CPAN.pm what other packages to install. Your problem I think relates to a problem with CPAN.pm not finding the file for some reason; try installing, for example, Bundle::MP3, which does seem to function as intended within the CPAN.pm shell.
