Wouldn't it be easier to configure your client's cpan shell to use your machine as a http/ftp proxy? I might consider that a reasonable compromise.

Another suggestion I can offer is to look into alias's Task namespace and ideas.
Only thing I couldn't figure out yet is whether cpan/cpanplus can download dependent dists automatically.
