Download and use CamelPack. More discussion can be found in Towards a no-fuss end-user-level distribution of Perl for Windows. Re: Towards a no-fuss end-user-level distribution of Perl for Windows gives the step-by-step setup. (It's only 3 steps!) After you install it, you can just use the cpan command to download and install CPAN modules. That's all there is to it, and it gives you everything you need.
Remember: There's always one more bug.
