Although I am certainly not an expert on MySQL I do have it for personal databases. You can set user rights and permissions in the database itself. Are your manager users going to use the interface to gain access to special tables/rows/fields, or are they going to use some other method like MYSQLODBC? In the case of the latter, you will have to set the password/permissions in the database itself. In the fore situation, you may be able to get away with implementing "interface level security" in your Perl code.
This copy lifted from a software company's website exemplifies the point about internet snooping:
"FINALLY, WE’RE NOT LAWYERS: THESE ARE SUGGESTIONS MEANT TO GIVE GUIDANCE ONLY. SOME OF THESE SUGGESTIONS MAY HAVE LITTLE OR NO BEARING ON YOUR COMPANY’S NEEDS, AND MAY EVEN BE PROHIBITED LEGALLY WITHIN YOUR LOCAL JURISDICTION. YOUR COMPANY’S INTERNET USAGE AND SECURITY POLICIES SHOULD BE CHECKED CAREFULLY BY A COMPETENT ATTORNEY WHO IS THOROUGHLY FAMILIAR WITH YOUR COMPANY’S SPECIFIC SITUATION, NOT SIMPLY LIFTED VERBATIM"
Nuff said.
