Have your C++ application log to a script that rotates the file. Apache has a number of scripts that do this for you.

Or, try fixing the C++ application to not suck.

My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
