90% of PDF::Graph is already written with PDF::Template. You can even extend PDF::Template with your own nodes. (Take a look at Excel::Template::Element::Cell::AutoSize for how. Excel::Template and PDF::Template have the exact same infrastructure.)
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
