Yes. Does, say, GHC run on every platform Perl5 runs on? What about all the issues in perlport? That's the issue with non-C VMs.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
