You'll also want to make sure the user saves it with a .url extension. This will also only work on IE, I think.

I would do this to supply a default filename:
my $filename = 'internetshortcut.url';
print "Content-disposition: filename=$filename\n";
print "Content-Type: text/plain\n\n";

# print the content of the URL file.

[download]
The user will be prompted to save the file with the supplied default filename.
