Ironically enough, I bet there is less ballot box stuffing because its so easy to do. Everyone does it once to see if its possible, and realizes its easy to do and don't bother doing it again. If there was some kind of enforcement behind it, a lot of people would take that as a challenge and try to find a way around it. Then when they did find a way around it, they would run up the votes just to prove they did it.

Not that I would react that way. Its just speculations... :)
