I get similar results. I get to view the last scratchpad i was viewing. So if i click the link, then click view public scratchpad i see my public one, and going back to my homenode and clicking the link agian takes me to my public one. If i repeat and click view private scratch pad, then from my home node i get to my private one. Its not realy a worry either way because regardless, your private one IS private.
