Given that you can't use many Perl modules, then I suggest you give up and throw idea about resizing.
Perl core do not process images, and different districutions have very different modules preinstalled, so common denominator is perl core w/o imaging possibilities.

The closes thing, IMO, is perl/Tk, which able to work with images somehow, and often included into many Perl districutions, even this thing will be missing on perl on WEB servers, and it is missing on RedHat linuxes.

Provide us with better description of what you can use, and may be you'll receive better advices.
