Catalyst seems to come close to what you want. It has loads of "plugins" for your CGI, DB, templating, session management, ... etc and you can "mix and match" to your heart's content. Many of these plugins are just thin wrappers around other well-established modules, so you leverage existing modules and don't have to re-invent the wheel.
