An example of these config files would help a lot, as would the application you're writing this configuration process for. Along with an XY problem, you might be suffering from a lack of YAGNI.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
