Grab a copy of File::Repl, hack in the features you want, use said features. If you want, feel free to either provide the features back to the author and/or release it as your own.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
