If you look at your error it says, Can't locate ApacheReadConfig.pm ... at /usr/lib/perl5/site_perl/5.8.6/Apache/Reload.pm line 132. So there is something wrong with your configuration that is giving Apache::Reload a problem. Try not using Apache::Reload first and then figure out what is wrong with with the Apache configuration.
