Instead of doing @row =, I'd use explicitly named variables. Then the following will probably be easier to follow... 
my %page_hits;
while (my ($page_title, $hit_count) = $cursor->fetchrow_array) {
    $page_hits{$page_title} = $hit_count;  
}
