It's not new, it's been around for quite some time. It generates "boiler-plate code". There are a few others like it around. I don't want to be-little it in any way, because I applaud the effort to make a RAD tool for Tk. But sadly, they all are limited in functionality, confine you to working with their boiler-plate-code, and generally limit your creativity. The author posts on the newsgroup comp.lang.perl.tk
Ask almost anyone who has written complex Tk apps, and they will tell you to "build your app from scratch", you will learn more, have more control, and produce cleaner code.
It probably could be useful in situations where you need to make alot of small, simple apps on a regular basis.
