As the incomplete records (in your examples), always appear at the end of the file, and read is defined to only read as much as is available (Ie. it won't wait in order to fulfill the requested read size), it suggests that the applications writing to the file are using buffered output and therefore do not always write complete records.
The appropriate action would be to check the numbers of byte read (the return value from read), and if it is less than you have asked for, loop (with a short delay) using the optional offset parameter to read until a full record is available.
