Have you tried contacting the author?

If the author of SOAP::Lite is like most cpan authors my guess is that she/he coded it up as a volunteer donation to the community. Way to look a given horse in the mouth! I'd be quite upset if someone went around anonymously 'telling it like it is' about my code somewhere on an internet message board without posting to rt.cpan.org or contacting me or something.
