Your test modules should go into t/lib/Test/Foo/Bar.pm and you should do a "use lib 't/lib'" in your .t files. That avoids the problem completely.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
