One of the main reasons ppm exists is that most Windows machines don't have a C compiler, but FC5, like most Linux machines, has the GCC suite. The CPAN shell is as easy as ppm, so you can just pretend you're still using it.

Instead of 

ppm install dbd-mysql

[download]
it's as easy as typing:
perl -MCPAN -e "install DBD::Mysql"

[download]
The first time you use it, CPAN.pm will ask you a bunch of configuration questions, although almost all of the default will work just fine.
