I had huge trouble trying to install ImageMagic's Perl support on a Windows XP system until I discovered that the way to do it is to install ImageMagic and check the checkbox in the installer that installs the Perl modules for you. The details are rather hazy now, but the normal install is what you want, not some specific module install for Perl.
