Personally, I really like The Regex Coach (Win32 only, IIRC) for constructing/testing troublesome regexes, YAPE::Regex::Explain and GraphViz::Regex for reverse-engineering them, and Regexp::Assemble for building large regexes out of small working pieces... :-)
