Firstly, your linking skills aren't getting any better. Please read What shortcuts can I use for linking to other information? again. For linking to posts by id you use id://, not http://.
Secondly, as the replies make clear, the post you were trying to link to is a really bad example of why you would want to use quotemeta. For inserting data into databases, the DBI "quote" function is a much better idea.
