The file you want is called nmake.exe and you should use nmake, nmake test, nmake install instead of make, make test, make install. Nmake.exe used to be provided standalone (for free) from Microsoft, it is also available with the free version of Microsoft C. A google for "nmake.exe" should turn up a version of it. You say you tried with nmake.exe and "got the same problem" does that mean that you got a "could not fine nmake.exe" message? If so, make sure the nmake.exe is located someplace in your path (see the windows docs if you don't know what a path is) or else that you refer to it by its full path name (e.g. if you have it in c:\somedir\nmake.exe you would say c:\somedir\nmake test, etc.).
