I have no idea how you started the server the first time, but it's sounding as if you don't have the server starting through rc.

You're going to want to check the mySQL documentation / forums, as this is not a perl question. If the server were up (ie, you could connect with the mysql CLI), and couldn't connect using DBI, then it might be a perl question (although, it still might be a mysql issue)
