Which book did you start a week ago? Did you finish it? I think you're probably trying to do too much too soon. A good book on basic CGI coding is O'Reilly's CGI Programming with Perl, but it won't do you much good till you've mastered basic Perl. For that, Learning Perl is a good place to start, but since you have a CS background you might find Programming Perl more your speed.
