It is "worse" than that. The "Other Users" list is updated every three (I think) minutes. It can't be updated when you stop visiting, as there is no way to tell when that happens. It could be updated immediately if you visit and aren't already in the list, but it isn't. So you can visit the site repeatedly for a couple of minutes and still not appear in the "Other Users" list. But then, even if you never visit again, you'll be in the "Other Users" list for about three minutes soon after that.
