Searching for get shell icon, I get a pointer towards msdn SHGetFileInfo, which (currently) points to SHGetFileInfo, which is the function you want to wrap.

Searching gonzui for SHGetFileInfo yields unsurprisingly, some TK file, so likely, Tk already wraps that function, you just have to find how to call it.
