But as for just guessing, you localize LCSTDERR to your subroutine block. I wonder whether that's sensible.
At which point do you invoke redirect_elog? Do you have a global *LCSTDERR ?
What happens if you just open(STDERR, ">>$file") or die - does the behaviour persist?
