Why not just make a file for each number, in a directory 
/home/phones/1/2/3/1/1/3/5/5/6

[download]
then all you've gotta do is 
if ( -f "$directory/".join '/' split '' $number ) {
  print "Lordy! don't call them!";
}

[download]
will: do{ perl programing } for ($cash);
