I can't help wondering if I've missed the point of Waterfall (or similar) approaches.

Waterfall misses the point of waterfall. Seriously. If you go back to the original paper that Waterfall derives from, and actually read beyond the first few pages, you'll see that a) the early proponents of waterfall never read past the first few pages, and b) the author actually advocates an iterative approach.
