Regexps can do 'followed by' and 'or' easily, but not 'and'.

I just thought of another solution: 

/$users_regex .*\z (?<!,v) (?<!,v\n)/xs

Or if you really meant /,v\z/: 

/$users_regex .*\z (?<!,v)/xs
